How is he supposed to know? I doubt if both of you are from the same Country. You will have to make inquiries around in your JurisdictionI dont know anybody in Finland.
Also where is the scammer Vladislav Alimpiev residing? if I have friends in Finland I would ask them to go to the office and have a check.

You haven’t provided any evidence of anything. I’m not sure what type of help you expect with a total lack of information.
Edit - Looking at your post history it seems you say they locked your account. There still isn’t a single screenshot or shred of evidence. I’m not sure how you expect anybody to help you.
