Yes. But also, it depends on the person's level of thinking and how much experience he has from the past volume of transactions.
Overall, someone can tell the best fee based on how fast or slow (rate of) the number of unconfirmed transactions has been displaying in a live statistic site.

Currently (time of my post), we have 3,000 Pending tx which suggest a 30sat/byte tx fee for fast transactions.
you can NOT get the suggested fee from that link or generally any link that is only telling you the number of unconfirmed transactions! there may be 10k unconfirmed tx but paying 10 s/b give you a high priority or there may be 10k unconfirmed tx but 500 s/b give you a high priority.

If you can't speculate the tx fee base on the rate of growth of the number of unconfirmed transactions. Just visit:And use the green recommended sat/byte transaction fee.

this site is terrible 90% of the times for fee estimations when it comes to low amounts. it actually always suggests  a much higher fee. specially during fee drops.
Electrum itself suggests a much better fee estimation and if you set it to mempool estimation it becomes even better.
you can also use https://jochen-hoenicke.de/queue/#0,24h scroll down to mempool size in bytes and then figure out which level falls above 1-1.5 MB and pay that much for a high priority.

You've sent yours at the worst timing when it almost reached sub 20k value making the recommended fee skyrocket to 1k sat/b,
still something temporary like that will guarantee the low fee tx to be verified after the  spike.
But not during heavy times like last December's "issue".

In order to avoid these kind of problems like unexpected increase in transactions you should post with high priority transaction fees. The website below shows you minimum fees up to the recommended fees. Keep it as a reference for your next transactions.

We had a suddenly spike in the number of transactions in the last few hours (+20k), as you can see here[1]. That's why your fee - which was enough at the time - didn't receive priority for a few blocks while the mempool was getting cleared.

Who can check why a transaction is taking hours to be confirmed?
And how can I ask for this verification?
