The double spent was likely intentional. The sequence for the transaction is feffffff and it signals for opt-in RBF. The sender can easily replace the transaction with another, regardless of the fee. You cannot do anything since the other transaction is confirmed. You should avoid dealing with that user without at least waiting for a confirmation.

Nothing you can do, the coins went to https://blockchain.info/tx/f2d21ed0ea7963e2a658f7cc3b2da4045e46b816861f96ccd9130396d566818b

 Whoever sent those coins to you purposely added a very small (3 satoshi per byte) transaction fee and then 8 minutes later sent the coins from that same address to another address with a significantly higher (220 sats per byte) fee which was confirmed before the original transaction with the low fee.  The first transaction would probably never had been confirmed anyway at such a low fee.  This is why it is important to wait for at least one confirmation before considering your transaction complete.

You maybe should first talk to the person you transacted with and ask him why it is double spent.

Double spending is when someone tries to spend the same Bitcoins in two different transactions at the same time.  If the user sending you a payment is attempting to double spend, this means that they are not trustworthy and you should be very careful dealing with them.
