Use -zaptxwallet or something like that in the Bitcoin Core wallet, look it up, it works when this happens. I have never had any problems if I used the required or might I say recommended fee, so always send the recommended fee or expect problems.
Electrum (which OP said he is using) is an SPV wallet and does not have such features. that is for a full node (bitcoin core).
to OP: wait an hour or so and if your transaction as not confirmed then either spend the funds that are back in your electrum wallet again or copy this:

I feel sad when transactions are still stagnant. It's bad, it's the only trouble affecting bitcoin at the moment.
even a year ago if you paid the same low fee (10 satoshi per byte) your transaction would have been "stagnate"!
