It's not transaction "speeders" but transaction accelerators. Just to correct some terminologies here.

They are real. About them, it really just depends if that accelerator gets some blocks in the next few hours or even the whole day. If they don't, then you might not see your transaction accelerated. But it does not guarantee your transaction can be accelerated, as you will likely join their queue too.

Yes I also heared about that, tools that is used to speed up transactions and I don't think transactions fees got cheaper for this, because the tools aren't free as I know. The previous info that I heared is that payment has been delayed for the matter of slow block chain network due to network problem that could not be avoided. So the manager decided to download a speed transaction speed up softwares to avoid more delays to be encountered; and yet success the transactions was accelerated.

Yes they are true and I used one of them that was given by ranochigo, Viabtc's TX accelerator it's effective to me when few people using it but now it's exposed and being used by many.

do they work with small fees also?

I used it when my fee is still small way back then but I just don't have an idea if that will work today.

are they free tools?

Viabtc is free so it has been crowded by many users.

Yes there are indeed some tools which accelerate your transaction at faster rates but most of them are in websites and these accelerators are mining pools. They do charge a fee, so you better choose it carefully whether to use it or not.
Viabtc has till now the easiest public access to such tool and is very often used.

You can submit any tx that includes a minimum fee of 0.0001BTC/KB with viabtc accelerator for free.

Those are mostly websites. They are owned by mining pools which can choose the transactions to include. By submitting a transaction to them, they can prioritise your transaction and it can potentially get it included in a block at a faster rate. A free one is ViaBTC's transaction accelerator and there's also BTC.com which is paid.

It depends on how small your fees are. I doubt ViaBTC would have their tool out for a long time, it doesn't benefit them.
