On the other hand, Electrum only supports Electrum-generated SEED by default and BIP39 by enabling in the option.

This is really quite annoying in Electrum, as they made an specific encoding for its seed.
But bip39 standard works fine in Electrum anyway.

If you have that back up, you can just download Electrum and import your seed there. Your funds will appear in Electrum if the seed is correct.
Dobwload only from Electrum.org
AFAIK, finney supports 24-word SEED + 25th word as the passphrase and some articles stated that it supports BIP39 and BIP44, it doesn't tell whether it generates BIP39 by default though.
On the other hand, Electrum only supports Electrum-generated SEED by default and BIP39 by enabling in the option.

This is the only "syncing procedure" written on its guide:

Syncing Your Wallet
You can easily sync your FINNEY™ device to the existing seed words you have for your wallet.
1. In the app screen, tap Sync.
2. Tap Sync from an existing seed.
3. When prompted, enter your password for the seed words.
If you entered your password correctly, FINNEY begins the syncing process.

IMPORTANT:
• If you have a number of accounts the sync process can take some time.
Wait until the process is complete.
• You must keep the Safe Screen open during the sync process.

Given that the transaction has already confirmed, then either your "Finney wallet" is not synced correctly... or you've sent BTC to the wrong address.

Check the wallet to make sure that address (3EH1Tv7fk2sev18REStZCpikpMDr4xY3Lo) is actually the one you were meant to send to... and if it was, contact Finney support and ask them for assistance getting your wallet synced up correctly.

-Do you have a backup of the 24 word seed phrase to recover your funds in case the wallet fails?

If you have that back up, you can just download Electrum and import your seed there. Your funds will appear in Electrum if the seed is correct.

from (Xapo) to (Finney wallet )
It's the first time I hear about Finley wallet, so I can only give general comments:

-Did you check again if the address you posted is really the address in your wallet?
-Is it synchronized?
-Do you have a backup of the 24 word seed phrase to recover your funds in case the wallet fails?
