Without actually making a transaction and paying fees? yes, restoring using your seed is the only way (which again, will require wiping your hardware wallet)

Sure but since you want to avoid the fee to send from your web wallet to Ledger, @OmegaStarScream is just giving you an alternative for the fees.
Otherwise, of course, it can be sent from blockchain.info to your Ledger "in the normal way"

If the 12 words passphrase you're talking about was created after February 2016 then the wallet should be using BIP39 and Ledger nano S accept that. You could directly restore it there but again, you will need to wipe your hardware wallet so If it contains some funds, you will need to make a transaction to move them out first and If not, you're good to go.

Hi,

I have bought and setup a new Ledge Nano S and I would like to transfer all my Bitcoin from Blockchain.info to the Nano S BC wallet.  Do you have any recommendation for how best I can do this?

- I would like to avoid transfer fees if this is possible
- I have 12 passcodes from my Blockchain.info accounts if this is of use

I have read various messages which touch upon it but I cannot make sense of how best to do this
