Your grammar is confusing but I'm assuming you are looking for successful ICOs and start ups. ICOalert.com and ICOrating.com are great websites to find any upcoming ICOs and their trustworthiness. Also, if airdropalert.com is another nice website for finding free airdrops recently releasing. The most definite way to find a promising ICO though would be on this board on the announcement page and research thoroughly.

You can find a new project anywhere. Bitcointalk, newspaper, twitter, youtube, and many more. You just have to look for it. There is no set time for any project release

I have no clue what you are asking. are you wanting to find new projects to invest in? look into ICOs or Initial Coin Offerings
