Maybe he means that the CIA started ISIS under the orders of the Obama admin? We cannot discount these things anymore as conspiracy theories since we are all already aware what the US government and the massive corporations are capable of. Well the current explanation is that the aid sent to help the Syrian rebels ended up in the hands of Isis, which if pressed Trump could say that is what he meant all along, but he intentionally being vague to get all the crazies behind him, if hes too specific they might not agree, but if he says just the right amount of un-provable garbage hell get support from everyone stupid. which is a scary amount of the US population
Seriously, if that is the case, well, we should first analyze or investigate the veracity of this allegation made by Trump to Obama. Accusing someone with this strong allegation should be investigated. If Obama is the founder of this ISIS, then countries that been attacking ISIS should point there missiles to Obama's place.
