You seem not to be taking into account the fact that some boards are based on a bump performed by pressing the "bump" button, which in turn will depend on the bump power of the person who pressed the button.

I recently bumped a relatively old thread in order to aid a local who posted on a global service thread needing assistance, and until I pressed the Bump button, the thread was not given any visibility (regardless of the other person’s post in it).

This board uses the new-ish bump system: https://bitcointalksearch.org/topic/bumping-changes-on-some-boards-5183553

There is a bump link/button and also posting in a thread will bump it but only if you have earned merits. Last post date no longer matters.

That old thread was apparently bumped using the bump link.

Limited in number. Limitless in potential.
Found something like reported here before, probably someone reported the post for bumping old thread and on the recent topics shows only in cache.

Or maybe someone use the "bump" button? Idk didn't use that feature before.

As far as I know when a topic has a post it bumps at the top unless any of the other topics are sticky. In case of sticky topics the latest responded topic will be just underneath the sticky topic.  But Service Announcements just noticed some different approach and I can not find any logic behind it.

I was about to make a reply on this topic by tk808 and hit up:

Warning: this topic has not been posted in for at least 120 days.
Unless you're sure you want to reply, please consider starting a new topic.
I was not expecting this warning because in my mind it was supposed to be a recently replied topic. Then I noticed this:

The top two topics has last response on March 29, 2021, 07:15:25 PM and May 17, 2020, 06:01:16 PM respectively but the latest response has the third one (Today at 07:50:04 AM) on the list.

Why is that or what is the algorithm here?
