Yes it is, and OP was one of the two winners.

They do not need to use an escrow, they have given away so many btc's and other stuffs..
You can see the records on the Site Announcement board.
Once I won the "Custom Engraved Metal Coin", I do not received it (I think because Shipping problem) but the owner "swingline" gave me some btc equivalent to the Metal Coin's value.
Owner and moderator of allcryptotalk are nice guy, so you do not need to worry. If you win the raffle, you will get the prize as fast as you verify your address.
I am the owner of the forum hosting the raffle...I will not be using escrow all past winnings have been paid with in hours of drawing....limiting factor is how fast the winner can verify their wallet address.
