"Abandon Tx" is probably the best way forward. Dogecoin Core probably also still supports the -zapwallettxes command line option (which has been removed from Bitcoin Core).

If you use that, it'll completely wipe all the transaction data from your wallet (so you don't end up with the abandoned transaction with a big X next to it in your transaction history)... you can then use rescan and it should then find all the actual transaction data (as per the block chain data) and you'll be able to see your correct balances etc

If "abandon transaction" is available, it means that your transaction isn't included to your own mempool or there's another issue.
And yes, after using that feature, the coins it tried to spend will be available for your next transaction.
The abandoned transaction in the 'recent transaction' or 'transactions' tab will be colored red indicating that it's now removed from your wallet.

You can try to rebroadcast it instead of abandon, but I'd suggest you to abandon and create another transaction instead because it was created while your node isn't fully synced.

(All of that is based from Bitcoin Core, it may be incorrect if they changed that feature in Dogecore)

This actually has to do with dogecore, I loaded the client and was syncing the blockchain, sent a tx before it was done syncing and the tx never broadcasted nor is it in the mempool, coins are missing from wallet. I tried reindexing and rescanning the chain, on the explorer they still show up on the address. Should I use the "abandon tx" option to get coins to show up again in the wallet?
