No, these two were the founders of Voyager and Oscar Salazar was a co-founder of Uber and Philip Eytan an early investor.
It looks like this is more like an exchange where you can use several different coins via Ethos to pay for Uber rides. 
The whole thing looks a bit sketchy to me and the site was down when I tried to visit it. Is this just FUD or some type of scam? Anyone else tried this yet?
