Ok, here is a little clarity specifically about the 'gambling equipment' being located outside the UK: you still need a gambling licence in whichever location the equipment is located.

Hi guys,

Trying to work out if you need a licence to run a bitcoin dice game in the UK. Apparently, the gambling commission says that bitcoin does fall under the ir remit despite not being a currency, being 'moneys worth'.

Looking at the gambling commission's site, it says you don't need a licence if all your equipment is based in the EU:

So the question is, would just getting an EU based server mean you don't need a licence?

Anyone looked into this?
