I mean I pull up GPU-Z and it is still at 2200 MHZ, even with 2300 in the bios in both place under "Memory" and "PowerPlay". The memory strap stops at 2250. I doubt it. I am sure that memory straps stop there on Samsung memory as well. but could be wrong. have not checked this yet.  Could that be the issue?

Brand: Gigabyte and XFX
Model: GIGABYTE AORUS Radeon RX 580 8Gb and XFX Radeon RX 580  8Gb
Memory size: 8 GB
Memory manufacturer: Hynix
Custom settings: Strap that I am using to mod both bios's in the following slots: 2:1750,2: 2000, 2:2250

Funny enough I googled this strap and i think it is is an original strap from Micron memory. i think it was the 2:1750 original.

Sidenotes: I saw that some individuals can get there memory clock to 2300 megahertz. These two gpus's will not go above 2200. I have modified both the "PowerPlay" and "Memory" section of the Polaris Bios Editor with 2300 at the max frequency(PowerPlay) and third frequency under memory with 2300 but still nothing.

Is this a hynix thing or am i doing something wrong. The two individuals I saw doing this had Samsung memory.

One post showing the 2300 mem clock: https://forum.ethereum.org/discussion/12529/msi-rx580-8g-28mh-without-bios-mod

Any input is appreciated.
