Before talkimg, I have been using imgbb right from my newbie age. It was when Imgur had issues and the forum stopped patronising them that I started using Jokers talkimg. I am surprised that imgbb is even affected.
Issues can purely come from policy change in a platform like imgur.com or problems can be massively on all or most image uploading platforms if it is a globally imageproxy DDOS in this case.

It is similarly to Cloudflare issues when occur can affect all platforms like forums, centralized exchanges, merchant websites and more. If you don't have to upload images, don't do this because it has many backdoors to leak your identity.

Who has noticed this earlier like me: Neither talkimg.com and imgbb.com is currently supporting image upload in the bitcointalk.
I keep trying but keep feeding back system error on talkimg while imgbb is just blank when pasted the image link on bitcointalk.
Is the host providers having interception or maintenance issue with the forum?
I had the same issue yesterday, and I was just writing about that in a different topic.
We already know that Imgur links are not working for a while, and I only know about one more alternative service postimages.org that was working in the past.
It seems that it is still working fine (for now).

This issue has been discussed in the TalkImg.com thread.

I always thought the reason admin was reluctant to have the forum host the images was perhaps from a legal perspective? I mean all the copyright stuff and challenges that come up storing the data.

But yeah, most forums I have used support direct uploads, and it makes it much easier.

Yeah, the legal issues are one of the reasons why the admin is reluctant to have such a feature:

The storage/data-transfer wouldn't be especially expensive, but it's a large feature to add, and then it's a whole new thing that has to be moderated. I wouldn't make something as open as TalkImg, since otherwise after a few years I'd be getting like 10 DMCA takedowns per day which I'd have to figure out some way of processing. It'd have to be somehow a lot more restricted so that the long-term moderation burden wouldn't be too high. I'd rather avoid having to do it at all.

an action that would limit any rank less than full members from posting images wouldn't be nice on newbies that have the true intent of giving quality to the forum as well as also benefit from the forum.
The forum is mainly on text, it's a text-based forum for idea discussions, not for kids with cartoons, images, graphics. These things can be used, but don't over use them, as they're annoying.

Anyway, no more newbie jails with what forum has now. It's the reality of this forum.

Limiting newbie participation is very harmful for a community. Newbie jail will never return: I consider the newbie-jail period to have been extremely damaging to the forum. When barriers to participation are too high, then the best people often just won't go to the trouble of joining, and the people who are willing to jump through the hoops are often people who aren't good for the community: people with nothing better to do, scammers, get-rick-quickers, etc. Having a permanent newbie jail policy would improve things a lot in the short-term, but would end up being a fatal poison to the community.

The low signal-to-noise is a real issue which seriously annoys me and is often on my mind. But as you mention, fixing it non-destructively is difficult.

This is the best option IMO. But limit it to Full Members and above (in line with the avatars on profiles requirement), and the maximum image size has to be like 500KB or something.
The forum has so much money to pay for the storage costs of all those images, but there has to be some sort of daily limit for the number of images each user can upload, regardless of rank.
You have a nice point and of course a considerable aim too however there are a couple of things you need to look into first because an action that would limit any rank less than full members from posting images wouldn't be nice on newbies that have the true intent of giving quality to the forum as well as also benefit from the forum. In my opinion I suggest that the image limitation should be left as it is altering it will have a negative effect on the forum as well.

I don't really have much technical idea on how hosted websites are managed, however I think to prevent DDos attacks like this, both TalkImg and BPIP should implement a captcha that must be solved on the landing page before you can proceed to uploading an image. The rate at which DDos attacks are becoming frequent on the forum is quite annoying if they all implement  captchas the only disadvantages may be from those using secure VPNs like Tor.

Some information for you like what image uploading sites work at the moment, and the reply of theymos to confirm that it is "imageproxy is under a DDoS".

I don't test that any of them works at the moment, if you're interested in, test them by yourself.
