Your suggestion can be considered as an encouragement for banned users to evade the ban by creating new accounts, which is against the rules of the forum.Banned user has no right to use the forum again {posting,send pms,...) by creating other account or more ; once catched, it will be considered as a ban evasion and the new account will also receive a perma ban.
As you can see in this case, the banned user has already another account. But he is not allowed to use it except for the unban appeal thread.
