The fee is only one of the problems this transaction has.
The other problem is that it wants to spend an unconfirmed input.
So you need c0684e0e8ce7e688f2437fa11d25a25d59138477f0f5a04d6a5237c12e45c5b0 too confirmed, not only 28a0545b41212cd021e2f0786dfda96ca81ddd996719f3d3836d42372113600f

And you have 5 sat/byte and 10 sat/byte fees so.. it won't be easy.

You should tell about both transactions to the ones willing to accelerate them.

Is only .028 btc, but googling stuck transactions and how long it takes to expire has me worried.
Some transactions are stuck for weeks or months?? or longer?

Why can’t these just expire after a specific time (1 week)?

ViaBTC paid service offered to push it through for $150... really?

Read some of the sticky in the section for concepts and some ideas how to not be in the predicament in the future.

RBF, CPFP, some wallets will re-broadcast, some node's mempool take forever to cycle old.
RBF flag on all future tx is going to be your best bet.

As far as I know there's no way other than wait for it to get processed for expire on its own if you don't consider availing any transaction accelerator. Just be patient and next time try raising your transaction fee to avoid stucking on blockchain.
