2) If The Bitcoin Network is Not Strong Then Your Transaction Also Becomes Slower.....
You never need to worry about the strength of bitcoin network so that there would not be any bottlenecks on transmitting your transactions.

Bitcoin network is already secured by more than enough hash power with respect to current volume of bitcoins being transacted. The equilibrium of bitcoin network will be definitely always maintained as lot of people are always interested in mining process. We never need to worry about this at all.

Who determines the fee? I dont see anywhere to put a fee when I want to send bitcoins to someone. Is it the wallet software or who?

It is upto what wallet you are using, if you are using web wallet like coinbase i think you dont have to give any transaction fees to send bitcoins but it will take more time some time to get confirmation. If you are going to use desktop or hardware wallet then in desktop wallet have their own minimum transaction fees set as default but you can change that. If you use default transaction fees then it will get fast confirmation if you change it and if it is very low then you have to wait for long time for transaction confirmation.

Typically the wallet software does it for you. However, in most wallets, you can set it yourself.

I'm not sure if you created the transaction but be wary of the transaction fee. Blockchain allows you to lower it to a certain extent but I have seen, on rare occasions, transactions actually never confirming. If it wasn't you that originated the transaction I'd be wary of doing business with whomever the originator was.

Lol if the transaction fee is very low probably it could take 12 hours or more because it not the priority if blockchain if ever be patient and it will be confirmed soon as i see it already confirmed just check your wallet and you should close this thread right now to avoid spam.

Using a wallet like electrum which has dynamic fees enabled by default , will solve these problems for good. The best thing about electrum is that also it gives you a warning when you are trying to send with lower than the recommended fee. If you start using electrum the transaction times will be much faster taken for granted that you don't mess with it's options.
