Yup! Definitely a low fee. Try using the ViaBTC accelerator as soon as the hour starts. E.g. if it is 7:25 right there, the second it switches from 7:59 to 8:00, submit the tx for acceleration. They limit how many they do per hour, and doing it like this will guarantee a spot for you.
