This is pretty much useless information. Fees are NOT related to the amount of BTC transacted. Also, the total fee used is meaningless without knowing what the transaction "data size" is as, fees should be calculated based on the "data size" of the transaction.

This is why people talk about fees in terms of "satoshis per byte"...

sure you used 0.0008... but if you transaction was made up of a lot of small inputs and your transaction "data size" was 1500 bytes... your effective fee was only ~53 sats/byte... when recommended fees are like 300 sats/byte.

You need to post either the transaction ID or tell us the fee in sats/byte for us to tell if your fee was too low or "OK".

Additionally, without the transaction ID, we have no way of knowing other reasons for your transaction being unconfirmed... like unconfirmed parent, double spend etc etc.

In.this case the reason is low fee. I've paid 0.0008 for 0.003 transaction and its still unconfirmed after 8 hours. Viabtc is so overloaded, I've tried several times on full hour still without success. This gets realy annoying.

Your fee was way too low. The current recommended fees are much higher (and have been for a number of days now):

The fastest and cheapest transaction fee is currently 300 satoshis/byte
The current best transaction fees 250 Satoshis/byte | 0.0025 BTC/KB

It has a number of options available to you for getting your transaction confirmed (both free and paid options)

Additionally, if you are using blockchain.info wallet (guess based on the 120 sat/byte fee)... I would suggest you either stop using it as their so called "dynamic fee" system is broken... or you click the "Advanced Send" button on the "Send" popup box and make make sure the fee is at the correct level to avoid this happening in the future.

Your fee per byte is only 120 satoshi, well below a sufficient fee to be included in a transaction, since miners generally include higher fee/byte transactions first until they fill up a block. You could try submitting it to the Viabtc transaction accelerator.
