Blocks are full, miners choose the transactions with highest fees first, and your is not on top of the list. It'll confirm once the backlog with higher fees is processed.
If you're in a hurry, you can try RBF (if you sent the transaction) or CPFP (if you received the transaction).

Basically :
* RBF : recreate the transaction with higher fees, where one of the receiving address receive less Bitcoin (because it's used as fees)
* CPFP : spend/use received Bitcoin that from unconfirmed transaction.

17 sats/byte yes... but:
This is one of reasons I don't use blockchain.com as a block explorer anymore. Sats/byte is no longer an accurate metric since the introduction of SegWit as you have just pointed out. You either have to look at sats per weight unit or sats per virtual byte. These are essentially the same numbers, just differing by a factor of 4, but given that we are all more used to thinking of fees in terms of sats/byte, and the vast majority of wallet interfaces still display fees in bytes and not in weight units, I prefer thinking in terms of sats/vbyte. blockchair.com and blockstream.info both show fees in sats/vbyte.

17 sats/byte yes... but:
Fee per weight unit: 4.175 sat/WU

So while the OPs transaction had a higher sats/byte than some (segwit) transactions like this one: https://www.blockchain.com/btc/tx/a27bac9e6997b33553494e9d380582bb4e3c67ac41ebc98aebdccd4d4f90955b
We can see that the OPs "sats/WU" value is actually lower: (14.947 sat/B - 5.255 sat/WU - 283 bytes)

Those legacy address transaction "weight units" are starting to hurt when the mempool starts filling up. Undecided

where can i request a miner ? any recommendations pls

It's kind of hard to directly contact a mining company, but they created some "tools" where you can put in your txid and they'll include it in the next block they mine.

"Transaction accelerators"... I believe there was a pool which also allowed you to enter tx's if you were a member, but that's out of your reach anyway.

If you google "Bitcoin transaction accelerator", you'll find some, which these two being the main ones you should use (if any).

I think it got accepted, it just seemed to verify it thoggh.

They do offer a paid service but I'd wait a few hours just to see if it confirms.

Also, i see your tx has an nsequence of 4294967294, which means it is not signalling for RBF. You should do that next time so you can increase the fee if it turns out to be to low.
(Or start to use a wallet that supports RBF, if you aren't. (Electrum, Core, (samourai?) )

This one(from the series of unconfirmed transactions) pays a low fee which may be the cause of your transaction being delay to confirm.

Your transaction is stuck for more than 7hrs according to blockchair and 17sat/byte should be enough to confirm the transaction 1 to 2 hrs or less but since you receive a transaction which is not fully confirmed I think it will take more time before your transaction receive 1 confirmation.

good detective work! i knew there was something deeper going on because a typical 17 sat/byte transaction should have confirmed hours ago. i looked up the transaction on 3 explorers. i assumed at least one of them would have flagged inputs as having unconfirmed parents, but they didn't.

wait for now is the best option right now?

yes. miners need to clear transactions down to ~3 sat/byte in order to confirm all the parent transactions in the chain. that will probably happen later today.

Either wait or if you have sent this transaction, you can replace your fee with the RBF (Replace By Fee) function that you can find in your wallet. If you have some coins left in your wallet, you just need to add some as a fee to get immediately confirmed. But I guess your fee is sufficient enough to get your transaction involved almost in the next block it was made before, still not getting the catch behind why it wasn't included as of yet.

the OP's case is a bit curious. from the timestamp on blockchair, the transaction was broadcast 6+ hours ago. if you go back 2-3 hours, miners were clearing transactions all the way down to 12 sat/byte or lower. the OP paid ~17 sat/byte.

the fee market isn't always efficient. miners have different ways of ordering transactions.

wait for now is the best option right now?

Blockchair have it at 17 Satoshi a byte which means it should take around 2 hours to confirm based on electrum mempool estimate.

You'll probably just have to be patient with it. Unless you have an ability to up the fee, where did you send the funds from?
