It would take a large amount of money to start up but one of my favorite threads is one that has managed to get lots of hydro electricity - https://bitcointalksearch.org/topic/--1072474
But for cheap hydro you can see they did pick somewhere far out of England. I think with VAT and high electricity England is not going to be the place where a lot invest in a data center type business for miners.
