The owner reported it missing or stolen... If the phone worked for a few days normally. But to answer your question:

Nobody will help you with this for a low budget, its needed advanced skills to do this and nobody will do it cheap.

Take it as a lesson next time and only buy fresh reinstalled phones and login to your apple id before handing the cash over.
