If it's locked by him it can be unlocked by the OP, but if a mod/admin locked it, it can't be unlocked.
Can a locked topic be unlocked by the OP? And can a mod put a link in the locked topic to a new thread? Mods have not responded to my request.
yes. Locked topic can be unlocked by the topic starter. Cool, he said he couldn't unlock it. Perhaps he doesn't know how.

He probably won't be able to unlock it if it was locked by a mod.
