On November 8th and 9th, we contacted Volcanicdogg to arrange seven streams for a total of $3500. The payment was sent on November 9th.
I'm sorry to hear that, the streamer seems to be a shady one to me and I believe you have done a great job by sharing this incident on the forum so others may not get scammed by such streamers. I would suggest you to be careful when choosing streamers as most of them have ruined their reputation by running videos of that shady platforms and if you somehow pay a streamer that promotes shady platforms then most of the users may consider your platforms as shady one too.

I would suggest you to do marketing on this forum as that will help you gain some good players and you won't face the issues that you faced by choosing that streamer. Although, I don't know any streamers personally but I would highly warn you to be careful from such frauds next time because trusting those with money can be risky and they can make more excuses like that in future.

How i can say this,
First, you should have a clear and signed contract on how to start and to end the 7 days contract.
Second, your team should cancel all your promotions from him and ask for refund the moment that he make excuses and didn't do the streams for many days (i can't count).
Third, it is true that on your casino or every casino terms, multi accounting is prohibited, but you should be aware of that situation of life of a streamer. I know most streamer guys and gals do for a living live in the same place/house so a shared PC, IP address (using the same network over wifi) is possible thus it alarms your security measurement of a multi acocunting.

I can tell he is telling the truth over the use of other PC of other friend streamers, and also your terms of multi accounting cannot be disregard as well.
To be precise he "owes" you $1800 but your team owe him $3000 (minus $500 of 1 day stream) of streams which your are in lossing side in terms of monetary value. I don't think you can proceed for legal cases between each other (good if you do).

While he is being stubborn of not returning the balance because he truly believes that you scammed him on the casino. And i think he become like this (didn't make or late making streams) because of the small amount he get from the payment (but still not reasonable though)
You can damage his reputation instead by posting this details on other socmed sites or reddit (r/streamers, r/twitch any related subreddit) for him to learn.

Sorry you got screwed over by the streamer, you should have left his ass where you found him. Looks like he is willing to stream for anyone who will pay him, including 1xbet. I checked out his kick profile and it's loaded with 1xbet clips.

We would like to address an ongoing issue with streamer Volcanicdogg regarding a paid streaming agreement.
 
On November 8th and 9th, we contacted Volcanicdogg to arrange seven streams for a total of $3500. The payment was sent on November 9th.
 
While the first stream was initially scheduled for December 11th, it was postponed several times. Despite repeated communication, the promised streams have not yet been fulfilled.
 
On December 27th, Volcanicdogg contacted us claiming we owed him $1800. We provided clarification and proof of a violation of our terms and conditions, which reserves the right to retain bonuses when such violations occur.
 
We remain open to resolving this issue amicably and fulfilling the remaining streams as agreed upon. However, we believe it is important to share our experience to protect other businesses from similar situations.
