To be sure that this user is violating the rules, it is probably best to try reporting such messages to the moderators.
I've reported one of his post to moderator and it's remark as good because my report percentage increase, I don't know why the moderators only delete one post since I've wrote to check all of his post history, I don't have much time only to report his post.
The rest of you might think that's OK, but just imagine if every member of a sig campaign who didn't write English well were to start dropping those kinds of posts just to fulfill their campaign quota. All we'd have all across the forum would be advertisements, and personally I'm here to read people's thoughts on things, not to be the target of people selling things. I get enough of that off bitcointalk as it is.
That's what I'm thinking about, if this post didn't get deleted and the user still allowed to post only about news, I believe everyone will start creating topic and replying a topic by just copy paste from someone article. I can't imagine how mess it will be on this forum.

It's just a different way to write and there's no difference at all, it's still a copy paster. He isn't a plagiarist since he already give the original source, if this can be considered as plagiarism, he will get banned from the beginning.
