Well at the current rate of market fluctuation the important question to ask is:

I think what the markets need is a quality short mechanism; I'm guessing we're seeing a bunch of bots bid each other up.
I'm just about to widely launch an options trading site; this will help. Short selling would also help quite a lot.

It was brief, and came back down to 12.5 pretty quickly. Still, for a moment it appeared to be worth more in GBP than in USD. God knows what'll happen to the price when America wakes up.
