look at Workstations with E-5 or i7 higher end. Usually institutions dumps their computers on upgrade. Try to look at passive cooling at the same time. Some hosting companies dump their blades with water block with it.
With the GPU go with the energy efficient ones and the ones with multiple blowers because three fan with one failure is better than one fan and bog down entirely.
