The file you linked here is a guide to cross-compile Windows Electrum executables from Linux.

There is a simple guide in https://electrum.org/#download (bottom).

if you are trying to compile for Windows or MAC it won't work , I also contacted ThomasV few days ago and he said they have some issues and also you can see here : https://bitcointalksearch.org/topic/m.12061590
Try with another stable version like 2.3 to see if you are doing the guide right then wait till 2.4 binaries are fine and try to compile it later.

Hi people.

I've been lurking for a long while. A while back I begun investigating alternative clients and found Electrum to be very interesting.
Since I want to operate with an important number of BTC, I would like to compile it from source.
I'm not able to do it, following the official guide here:
https://github.com/spesmilo/electrum/tree/master/contrib/build-wine

Does anyone knows how to generate an exe for the latest version?
I've found very precise and updates guides for Multibit, but not for Electrum.
