Do I delete my old wallet first?
You don't need to delete anything.

Simply visit https://www.electrum.org/#download and get the latest version (currently 3.3.4)... as already suggested, you should verify the digital signature to be 100% sure you have downloaded a legit file, and then install/run it. It will be able to use your existing wallet files.

I'm pretty new to this so please bear with me. I just transferred bitcoin from coinbase to my Electrum wallet. Coinbase says the transaction went through but it hasn't shown up in my wallet. I'm noticing that the wallet keeps saying synchronizing. It's version 3.2.3, do I need to update the wallet? how do I do that? I have my seed words written down. Will the coinbase transfer show up if I upgrade? Or is it lost?

Yes, it should.  Older versions of Electrum have been subject to phishing attacks, and as far as I know they will no longer work.  You'll need to update to the latest version of Electrum.

WARNING!

There is malware out there trying to trick you into downloading a malicious version of Electrum.  Only download from electrum.org, and verify the signature to avoid being scammed.
