Don't panic - if you have the seed everything is fine.
Go to folder C:\Users\\AppData\Roaming\Electrum\wallets - (AppData is haidden folder so you first have to set properties of folders to sow hidden folders)
when you go to this floder you will see your wallet files.If you dont make second wallet there will be only one file - default_wallet. Cut this file and paste it in safely different folder and then start Elektrum from desktop Icon.

When Electrum not find wallet file hi will ask you to make new wallet or restore from the seed and you can restore your wallet from 12 or 13 word seed- don't choose 2fa choose Standard wallet.If your seed is 25 word then choose 2fa.

You are correct , if the OP have the seed with him then this option will open the electrum wallet and then you can send or receive as usually from this wallet, main is the seed if you have that on any system you can download the software and restore your wallet anywhere.

I have lost my 2fa protection to my electrum wallet .

I have access to my electrum but i cannot send my funds out

I have my seed saved with me

Please help . Find me a way how to send my funds to other address
