Underground testing is bad, but I'm less concerned than testing new missiles, and they cannot be tested under the ground. I think you need to destroy the North Korean regime before they will create an Intercontinental ballistic missile.
Then you have to defeat North Korea in a war, and wipe out most or them. The survivors will hate you but they will obey.
You guys do not understand those folks. They spent most of their history with fighting foreign invaders like chinese, mongolians, manchu, japs, and only God knows who else. For them Amaricans are just the latest brutes in the queue. They have no real idea about democracy. In a nutshell the autocratic system of the Three Kingdoms was replaced by the autocratic system of Joseon, then the autocratic Joseon system was replaced by the autocratic Japanese system, and finally they ended up with an autocratic stalinist system. Even in South Korea - after 70 years of "democracy" and western influence - democracy is only a glazing on a basically autocratic system where chaebols holding the true power.
They genuinely see their leaders as great man whom working day and night to keep them safe and for improving the country as much as possible. In this view the "american barbarians" with their corrupted minions on the south, and their former japanese masters are the "axis of evil" what want to enslave and exploit them again. So do not expect cheering masses in NK even after destroying the NK regime.
