Right after this post Kashoggi’s son left Saudi Arabia for the US.  No matter what Saudi Arabia would have wanted, it was too late to hold captives.  That didn’t work out so well for them with his father in their embassy.  Saudi Arabia has to roll out the PR campaign of the century while keeping their heads low long enough to publicise the punishment of a ‘fall guy’ for the murder.  Governments will issue travel bans whenever they can get away with it because they don’t want dissidents.  Right now, Saudi Arabia can’t, but if it could, it would.

I wonder if they were to step foot into US embassy if they could leave.

Just imagine being held prisoner by a regime that killed your father just because you were born on foreign land.

That's actually pretty hard for me to imagine actually. Let's make it a bit more 'abstract'. If there were inside America, if police put you in protective custody after your father was murdered by police, and you had family that was safe and entirely unrelated to the murder; why wouldn't you want to go live with family? Why should we allow the police to protect you?
