In this text must be a direction to not be insistent on falsifications during elections from US Embassy in Moscow.
During the term of Boris Yeltsin, the Americans virtually controlled the Russian government and treated it as their vassal state. So there is nothing surprising in what is written in this report. Even the 1993 massacre (in which some 2,000 civilians were murdered by mercenaries loyal to Yeltsin) was perpetrated at the orders of Bill Clinton. Also, the Americans helped Yeltsin to rig the 1996 elections, which he clearly lost to Zyuganov.
