If you are unsure for anything in the rules, the quickest solution just to report the post with the reason you think it's appropriate. At the end if the post is handles and you get a "good" report, they you know what the mods think about such posts. If it's marked with "bad" then you know again that no need to report such posts anymore for that reason.

If you still have no access to your report history, then just look at the accuracy percentage after some time you will see the difference, if it says 100% and stays at 100%, most likely the reports is approved as "good" if the % drops then you know you got a bad one.

In cases when you have like 100+ good reports and 0 bad ones, it will be hard to tell if you get a bad one, but I guess your case is not the one.

P.S. Regarding the thread given as an example, I have reported it to be moved to the proper section.

What I asked and not sure is the post you replied. That one: https://bitcointalksearch.org/topic/m.55099606

That post is written in English, in an English topic but the post title is in local. Does it break rule?
Sorry, I totally missed that you changed your post title. I mean, technically it probably should be English, but I would guess that it should be fine, since barely anyone actually read those

However, if you're making a new topic, that title should be in English when posting it in the global section.

Does this post with local language in post title break rule? Post is written in English but post title is in local.
I copied and pasted that topic title as the post title. I don't know its meaning, just copied and pasted as an example for my question.
The topic isn't in English. Not sure what you' re talking about:

That topic breaks rule, I know. It is clear, I don't ask it.

He posted in the beginners & help section, that's clearly wrong.

The rules are explained here.
Topic: Unofficial list of (official) Bitcointalk.org rules, guidelines, FAQ

9. Discussions in the main boards must be in english. All other language discussions should be posted in the appropriate Local board.

According to the rule number (9),
@skvoznjakkvn1, wrong.
Because globally including beginner boards & help, English should prioritize, so that all members can read it, because the Bitcointalk Forum, global, is international.

One can use English only in global boards. For local languages, there are specific board and topic. If anyone uses local language in global board, report them to moderator.
I know the rule.

Local languages are only allowed in Local board and any topics with local languages are made not in Local board break forum rule.

As the topic title presents, what if user uses local language for post title Re: ......, not topic title. Does it break rule? Is it accepted?

I think it is not accepted and it breaks rule.
