How is that cheating? Obviously they look like alt accounts, and he probably screwed up when writing in his username, meaning to write magix instead of monchico...but I only see one application to do the Spanish translation.
BTW, that project WTX Hub looks to me like it's one of those ridiculous projects trying to force a blockchain solution onto an industry that won't have any interest in that sort of thing. My guess is that it's doomed to failure but will enrich the project devs and no one else. Beware.

The information is not complete because the said person only apply and not submit his entry, you cannot accuse one guy of being a scammer if the deed has not been done, if you can show that one guy uses the other guy's work and submit it as his entry then you can consider him as a scammer, I don't see it happening here.
The user monchico and magix (same person) are abusing in several bounties, use an account to request translations with the other account:

The two accounts you mentioned, one wearing a signature without the other, and the participation in the translation campaign are done in one account, not both.
If there is any abuse of the two accounts to maximize profits, please explain here.
Please give more information about bounties they cheated. And you can post your problem into Known Alts of any-one - A User Generated List Mk III (2018 Q4). I think there is suitable rather than here.

It seems that he posted profile of his alts to participate in translation bounty campaign. I don't think this is a cheating action. Because bounty manager will choose only one person for one language, and he cannot get more tokens. So we cannot accuse him as a cheater.
