It's not plagiarism if he wrote it himself, but it is still against the rules:
12. No duplicate posting in multiple boards

I've reported all the posts as such.

Look like the action is being taken and all those posts have been deleted by the mods. Also his last post was in 2018 and most of his previous posts were in local section/language. He just become active to spam or perhaps someone bought this account, we never know.

Newbie who posted the same contents on multiple accounts got nuked in the past : Posting same content multiple times and GUARANTEED PROFIT but it depends on the mod who handles it and since its not a newbie account in this case maybe this is just a first warning with just deletion and if you find the user doing same act repeatedly then he deserve a ban.

It's more to do with spamming rather than plagiarism. Plagiarism is when one copies information from another source or someone else's post and posts it as their own work without giving any credits to the original source. So if you find such case just report the posts as spam. Mods will delete them.

At the very least, @Rakabel619 is polite enough to start all the replies with a greeting. This user is spam the same thing everyday, never thought that I would see this kind of copy posting/pasting posts right now, I thought that the forum has proactively getting rid of this people.

I remember plagiarism rule does not allow even copying own posts.
