It's probably better in the sub forum or thread that the user is posting his advertisements.
I believe the Scam Accusations (https://bitcointalk.org/index.php?board=83.0) / Reputation (https://bitcointalk.org/index.php?board=129.0) boards are the proper spot for this. 
I paid him and he said it would ready Monday or Tuesday and I have not heard back from him. He no longer responds.
