Edit: Looking at his post history, I'm almost positive he created this account just to scam. You have to be more careful in the future. Luckily this time paypal should help you.

Sent $250 via PayPal for .3 BTC. He claims to have sent over 30 minutes ago. I've received nothing.
Open a complaint with Paypal. They will give you your money back.
And people STILL use Paypal. I don't know how many warnings are needed to stop the madness.
