The need for jumpers is motherboard dependent there is a thread somewhere about it if you search and see pic below you jumper A1 and B17, I would also jumper at the board not the riser:

iv never seen a jumper cable needed or being used.... the card probably needs a dummy plug or a screen attached. if that dosnt work then you need a powered raiser

I am trying to use one of the 1x slots on a 990FXA-GD80V2, but I can't get the mobo to recognize the card via 1x (it works fine on a full slot).  I am using a jumper wire.  I've tried attaching the jumper wire both directly on the mobo slot, and on the riser slot (pictured).  I've tried two different riser cables.  The 7950 I am trying to use DOES work when I plug it directly into a full slot.  I've also been trying this with all other cards removed to rule out any interference, but I can't get the mobo to post with just one card plugged into a 1x slot.  Does it look like my jumper cable is correct?  Is there anything else I should need to do to to use the 1x slot beyond the jumper?

Thank in advance for any advice or things to try -- I've spent hours trying to get this to work with no luck!
