the reason for this is I do not seem to be able to figure out how to buy BitCoins on my own through sites such as Mt.Gox because I am unable to verify my account since I do not have a scanner to send them my driver's license and proof of residency...

Can't you just photograph the documents with a digital camera or your phone?
BTW, it's called "Bitcoin", not "BitCoin".
