Investor Mark Cuban suggested an unconventional solution. According to Cuban, the problem can be solved by first adding an "Optimistic Summary", or layer 2 solution, to Dogecoin (DOGE).

To post on Twitter unlimitedly, everyone has to put up a DOGE ($0.13 per coin at the time of writing) as collateral. So if someone disputes a post and humans confirm it to be spam, those who flagged the post would receive and share the spammer's DOGE. Consequently, spammers will have to put up 100 DOGE as collateral for the right to create more posts. However, if the post turns out not to be spam, the contestants would lose their DOGE.

It seems good to me that a system of consequences is planned, for all those people who have in mind the elaboration of scams and spam since they would have to think twice to commit an act, since it would backfire... It has to be, paying for their actions.
