I mostly agree but it would also depend on the person. I use 20% of my salary to buy Bitcoin monthly, and I have used the same 20% of my savings from before I started "Bitcoining".
10% is safe and works if you have millions of dollars for a person who wants to make more quicker, you have to take more risks.
