It's made up BS for those who want to believe in things that are diametrical to what Bitcoin stands for.Runes is probably a less spammy version of some sort of "protocol" to create silly tokens or whatnot on Bitcoin blockchain to rip off gullible souls. And the spam fest of BS ordinals is another crap not very much appreciated by Bitcoin purists.

Testnet is for testing and should be without value. Reality is a tid bit different.
