Uzbekistan will be the new land for exchanges, ICO to open their offices as well as have crypto licenses.  Uzbekistan can make profit from this by collecting taxes from crypto companies operations. Sad but it true that this news doesn't have to much positive effects to crypto market now.

Can Uzbekistan make a profit from this, and guarantee a good future?
Yes, but by its effect on domestic income[1].
To declare a state that it is open to this technology does not mean that the investment will flow to its reservoir and will benefit from taxes.
Even if they provide a suitable environment for projects based on the blockchain, they will return more profit than trading platforms.
There are some good models like Malta[2].

I don't think it's important news. It's not likely that many exchanges will be interested to register their business in a country like Uzbekistan, especially when there are quite strict requirements from Uzbekistan government - big initial capital, KYC policy, servers in Uzbekistan. Mostly new exchanges will continue to register business in tax heaven countries as it already common, others will choose developped countries like UK, Germany, Japan and others.
P.S. this topic doesn't belongs to Beginners board, move it to Bitcoin discussion or exchanges.
