I see on the receipt that you can request a refund for several months. Is this the case if the back has been scratched off, and the amount redeemed?

LBC classifies all reload cards as high risk. Every trading method comes with some level of risk.

And the person selling the card usually obtained the money from scammed or fraud method.

If you buy them and attempted cash out, you will be on hook for all legal responsibility.
Well yeah, if you take no precautions.  I always ask for receipt and card picture showing it was purchased with cash and 1 BTC minimum volume, yet to get one reversed for being stolen

Why are Vanilla Reloads selling for such a high premium? Are they hard to obtain, or risky to load onto any cards?

What is the difference between these two vanilla? And how come some people only take Vanilla Reloads and don't accept the Vanilla VISA cards?

With the reload, you can load the value to any other vanilla prepaid card. Not many will accept prepaid vanilla visa cards because the seller of the card can always copy down the card number and use it later.
