The Velvet.Exchange exchange is a platform created by the stolen funds of the users of the WEX.NZ exchange, where the whole team of former CEO Dmitry Vasiliev migrated.

Info: WEX rebranded to Velvet.Exchange, "offered" by:

World Trade Service Pte. Ltd.
11 Collyer Quay #14-02 The Arcade Singapore

As written in point 11.3 of the user agreement, the responsible company is still:

World Exchange Services Pte. Ltd.
77, High Street, #09-11, High Street Plaza, Singapore 179433

The domain has been registered on September, the 1th of 2018. They started their first advertisement on October, the 29th of 2018 and came online on bitcointalk on November the 12th of 2018, one week before the new director and shareholder have been registered at ACRA, the authority in Singapore. Anyway, the old logins don't work. Probably the reason that they didn't publish the new platform on the old twitter account.

Example:
Dear administration, I have to notify you what there is a strong suspection that velvet.exchange domain name is controlled by the people who have registered the following domains: wex.nz, wex.link, wex.fit, wex1.in
These domains were suspected by the PDR due to fake registration data
Please check registration data as soon as possible, before they have defrauded anyone like it happened with wex.nz
