If someone is selling a wallet, most likely they are scamming you.
Have them send the coins to an address you own, otherwise you'll either get sent a wallet with 0 bitcoins, a virus, or a wallet that has bitcoins in it but becuase they have control of it too, they'll send the coins somewhere else as soon as you pay.

Is there any way I can verify how much is in someone's wallet currently, through the blockchain or otherwise?
Someone is offering to sell a wallet containing bitcoins and I would like to verify that wallet has the specified amount in it EXTERNALLY. In other words I don't want a forged screenshot from them etc. I want to check it myself!
Please only answer if you are 'certain' about your response. Is there ANY way to tell how much is in a wallet or even whether or not it has ever had any transactions into or out of it??

Yes, you can see it in the blockchain, but why would you want to buy the wallet? Just create a wallet yourself and have the money sent to you!
