That's not a bug. macOS X 10.11 does not support Electrum 4.0.9. I'm also a macOS X 10.11.6 user. The last Electrum that can still run on this OS is version 3.3.8.

I personally use the dual OS. For the latest Electrum (4.0.9), I'm using macOS 10.15.

You are in luck.
Latest version for 10.11 is 3.3.8. You can see on internet archive that 3.3.8 was 10.11 and 4.0.4 was 10.13.
I'm saying that you're in luck because versions older than 3.3.4 should not be used, but 3.3.8 is fine.

Thank you, but what i would like to know is not how can i update OS X, but what is the latest version of Electrum compatible with OS X 10.11
